Proposal: Faith in the Empire

In the Rule "Voting", replace

"Any Player may cast their vote on a Pending Proposal by declaring it in the comments of the entry. Valid votes are FOR and AGAINST, which may be represented by appropriate icons."

with

"Any Player may cast their vote on a Pending Proposal by declaring it in the comments of the entry. Valid votes are FOR, AGAINST, and IMPERIAL, which may be represented by appropriate icons."

ADD the paragraph:

"A vote of IMPERIAL is a vote of no opinion, or of faith in the decision of the Emperor. The vote will count as the same as the Emperor's vote. The Emperor cannot cast a vote of IMPERIAL."

Also, add to "appropriate icons" in the glossary:

The orange face represents a vote of IMPERIAL.

[I liked the idea of Mikey voting with the Emperor when he had no opinion. This wouldn't force anybody to vote with the Emperor, but it leaves an interesting option open for someone who may have no opinion and does not want to be punished for not voting. Also, it leads the way for the concept of party voting, or representative voting.]
