Proposal: Mining miscellany

[With the recent additional mining allowance, I noticed a bit of unclarity on whether the "additional time" was per comodity or simply one more chance to mine the rep's commodity-o-choice. Hopefully, this clears things up.]

In Rule 15, Infrastructure, change the phrase:

Representative may mine once a week for specified commodities

to

Representatives may mine each commodity once per week.

AND

For each Mining Complex on a planet they may mine an additional time.

to

For each Mining Complex on a planet, each commodity may be mined an additional time.
