Council Proposal: Support the Homeless

To overcome the lack of funding for Shadow's bid to conquer, *ahem* I mean represent a world, I propose that each active (i.e. non-idle), current council member be required to contribute 5 MCr to the "Elect Shadow" fund, (currently located in Shadow's MegaCredits entry in the GNDT) within 72 hours after the enactment of this proposal.
