Budget Proposal

Only one budget proposal came in this week (though it was suggested by two people), so all we really need is one vote:
D: 20/ C: 20/ R: 30/ I: 30

With Joranj's vote, this has more votes than "nothing" does, so this is our official budget. I'll start taxing right now.
