New Representative : Shadow

A new Representative has joined the Federation - Shadow. He or she begins the game with no assigned Planet, and can claim one at any time.

However, the rules do not give new players any amount of Mega-Credits when they join the game, so Shadow would immediately be voted out of office under Rule 12... Shall we fix this to award a fixed amount to new members, or should we all make a voluntary donation to Shadow, perhaps?
