Proposal : Lacuna Eclipse [Trivial]

[ Really just allowing the Poet to end a Lacuna prematurely if all Captains have submitted Orders for the next one, since we're not waiting for anything else. But I'll tidy the rules up a bit while I'm here. ]

Remove the text "The Poet may execute the Actions legally [...] higher number than the previous." from Rule 12 (Distance).

Enact a new Rule, "Lacunae":-

The period of time between one implementation of Ship Orders by the Poet and the next is called a Lacuna. An implementation of Ship Orders by the Poet may be said to end one Lacuna and begin another. The poet makes a post to weblog at the start of a new lacuna, including the Lacuna number. (Each new Lacuna gets a number one higher than the previous.)

If a Lacuna has lasted for more than four days, or if all Captains have submitted Orders for the end of that Lacuna, then the Poet may end that Lacuna.
