In Rule 11, replace the paragraph beginning "If a Teamsperson has no department..." with:-

If a Teamsperson has no Department, they may apply to join a Department by posting a memo entitled "Transfer Application", listing any number of Departments that they'd like to join. Any of the Heads of those Departments may accept the offer and tranfer the Teamsperson to their Department (although not if another Head has already accepted the application). Applications expire after 24 hours.
