[ Fixing the bug Josh noticed (that two similar-Dignity Teamspersons can pass the same Paper back and forth, using each 10-Dignity boost to outrank their conspirator and receive the Paper back), if nobody else is going to. ]

If the Rule "Paper-Pushing" exists, replace "a Teamsperson with higher Dignity" (in the "Claim Credit" action) with:-

a Teamsperson whose Dignity is at least 20 higher than their own

If this Proposal passes, Josh gets the 2 Dignity for it, instead of Kevan.
