Comments on the queue

I think there should be some GNDT thing for Admins to do when they pass/fail a proposal. The reasoning being that, as Ben pointed out, I apparently skipped failing Aaron's proposal "You Were Always an Excuse" while adminning. Now, what probably happened was that I was copying and pasting and moving from one proposal to the next, and I just forgot to hit "Publish" on that one. However, by the time the error had been pointed out to me, the votes had changed so that it could no longer be failed (without CoV on my part). I just think this is a potentially dangerous situation without any permanent evidence either way.

Also, a specific type of scam has been irritating my mind recently, as I've been seeing a lot of Drafted posts.

It seems like it would be easy to post something innocuous as a Draft, wait a few days, and then change it to "Proposal: Ha! I Win," wait a few more days, and declare victory. (It helps if the perpetrator is an admin). Should we require at least three votes on every proposal, as was originally suggested back in Kevan's first dynasty when I first proposed the time-out system?
