Proposal: Paradise Regained
In the rule 'Special Position Rules', in the paragraph pertaining to Position X Paradiso, add the following:

A Muffin may move to Paradiso from any location at any time. A Muffin in Paradiso may move to Position 9, and only Position 9, at any time.
