Renumber rules 4-10 to 3-9

Change 1-10 in rule ‘Victory and Ascension’ to 1-9, in the same rule change 10 to 9 and 7 to 6

Change rule 11 –Stuffs to rule 10 – Stuffs

In rule ‘Stuffs’ Change all references to *(asterisk) and 0(zero) to O(capital oh)
this is a necessary fix for the GNDT

Change the title of rule 16 from ‘16’ to ’16 – Haikus’

In rule 'Stuffs' change 'above the words 'Oldest pending proposal:'' to 'below the words 'Make a New Post''

In rule 1 change 1-10 to 1-9 and change 11 to 10
