Proposal: Skill

Add to the end of rule 10 - The Sea:

Gremmies have a surfing Skill, tracked by the GNDT as non-negative, non-zero integer number. A new Gremmie starts with a Skill of 1.

Give each Gremmie a Skill of 1.
