Legal Admin Proposal?

I have been catching up with admin tasks and came across this proposal nominating AngryGrasshopper as an admin. It was posted during the hiatus. Is this a legal proposal or not? There haven't been many votes on it and I will wait before processing it.

I could certainly use the admin help.
