Add the following text to rule 13:
Rename rule 13 to "Rule 17" unless a majority of votes contain the text "I'd like a side-order of sanity please"
Passed 9-1, reaches quorum. Enacted by Angry Grasshopper, 8th of June at 18:20. Second clause is negated as only 3 votes contain the text "I'd like a side-order of sanity please".
