Proposal: Catch the saboteur [trivial]

In rule 6 "Enactment" add the following line:

When the proposer votes against his or her own proposal, that vote may not be changed.

To prevent self-killing and then just before the end change that vote to push through an undesirable proposal. This prevents necessity of everybody voting against a self-killed proposal.
