append the following to rule 6 "enactment":

A silly mariner is a mariner who remains active by voting but refuses to propose anything but trivial proposals. Any admin, while enacting and/or failing proposals may demark a mariner as silly by putting an "@" by their name on the sidebar, provided that mariner has been active for at least two weeks but has not proposed a single non-trivial proposal within those two weeks. All other mariners are encouraged to laugh at and ridicule silly mariners.
