Proposal: Breath, damn you

I've noticed that things get silly at the beginning of dynasties.

Add to Rule 6:

No proposals may be enacted during the first 24 hours of a new Dynasty, except where this would contradict other information in the Ruleset.

The last clause allows proposals from the previous dynasty to be enacted, if they haven't been veto'd by the new incumbent.
