Proposal: Decongestant

Repeal Rule 11 (The Nature Of Stuff), because it doesn't really work with the GNDT - when StuffX becomes StuffY, all of the StuffX variables have to be copied over manually. (If an admin deletes one game variable from the config and adds another, the GNDT has no way of inferring that the new one should use the old one's values.)
