Proposal: Never Throw The Letter 'Q' Into A Privet Bush

add a rule entitled "The Letter 'Q'" in which:

Floating about somewhere amongst Positions 1 through 9 is a letter 'Q'. Any Muffin may make the comment "Floating Q: DICE9". Whatever number that this roll yields shall be the Position at which the Q resides for at least the next 48 hours. Any subsequent rolls within those first 48 hours are invalid. If a Muffin is the only Muffin in the same Position as the Q for at least 10 of the first 48 hours that the Q is in that Positon then that Muffin may overturn any one of the GRAND POOBAH's VETOes (by marking a FOR vote as a direct comment to the VETO) made within that 48 hour period.

this is by no means meant as an affront to Quazie. i have for a while wanted a mechanism in which some person can overturn vetoes on a whim, albeit, a very limited and randomly chosen whim
