Even if it is a very clever exploit of the "CEO loophole", what TrumanCapote has done is incorrect for two main reasons.

1) He did not post a memo for each action as explicitly stated in rule 11:

These actions are referred to as Promotions and Reassignations, respectively, and must be accompanied by memos explaining the reasoning behind each of them.

2)When claiming to be head of the Research department he did not set it's efficiency to 1 as later in rule 11:

any member of the Department may take on the role to change its Efficiency to one
